failed to start?

At the end of postgress instal this messege comes up, what to do?

Service postgreSQL Database Server 8.3 (pgsql-8.3)
failed to start. Verify that you have sufficient privileges to
start system service.

I found a post that discribed the same problem i think, he solved it by folowing these instructions.

"Follow the steps here, then the steps here, then restart your computer and try the installation first thing after booting finishes. Things should work then, but check that box again though in case it fails and if it does let me know if the log has changed or if it's the same winsock error"

But when i try to do the things at the first click here link, this happens.
I write netsh winsock reset but it says the commando can not be found, my cpu is in swedish does that matter?

Click Start -> Control Panel -> Administrative Tools -> Event Viewer. Click in the Application section in the left pane - do you see any errors for PostgreSQL listed there? If so, what do they say?

What firewall/antivirus software are you using?

I dont even know, Maybe nothing.

Is it possible to get help by remote control?
Because i suck at handling the cpu.
