I have purchased/registered PT4 high stakes holdem, small stakes plo. It was all working fine a couple weeks ago and then I was gone for a while and didn't use it. Fired up some tourneys today and for every hand I'm getting a message like this
Error: PartyGaming: Unable to import hand (#12049700359). Reason: Cannot import tournaments of buyin $22+$0 due to current license

And it just says that for every hand.. pretty frustrating to deal with in the middle of a session. Help please and thank you.

Your code looks to be Small Stakes for Omaha and unrestricted for Holdem - are these Omaha tournaments?

nah, only holdem tourneys

Please enable logging (Configure > Options) and restart PT4 then attempt to import one of these tournaments.
Attach the PokerTracker4.log file from C:\Users\yourname\AppData\Local\PokerTracker 4\ (which you can access from the PT4 File menu) to a Support Ticket along with the hand history file and a link to this thread so that we can investigate.

So at the moment, no sites work for either cash or MTTs and I always get the same error message.

I have enabled logging... but I'm confused by your instructions (I'm not great with computers) but I assume I go file > open user data folder and then I don't see any files that match what you're telling me to attach.

We want the text file called PokerTracker4 that's in the screenshot you have there.
