I'm taking notes on several hands from a tournement I won in January for a training class I'm helping with. Is there a way to create a report of all the hands I've reviewed, with the notes I've made?

And secondly is there a way to take that report and export/send it to someone who DOESN'T have PT4?

You can filter for hands which have notes or specific tags - either use the "Show Marked Hands Only" option above a report showing hands, or click More Filters and go to "Hand Details".
If the hands are from different tournaments, dates, or whatever, such that you can't see them all in a single report then you can make a new "Hands" report in the My Reports tab to show all of your hands, and the same filters can be used to display only marked hands.
You can't see the note text in a report, though - you would need to open the hand or note editor to see the notes.

You can export any report as a Comma Separated Variable (CSV) file which can be opened by any spreadsheet application.
Right click on a report and choose Export Report.
