HUD positions + popup query

When i arrange my HUD on the table, it seems that some of the groups are jumping around quite a bit even after i save and lock it, they jump off the table to the left around an inch or to the right a bit, can you direct me to some of the material about anchoring the groups.

When i open a popup, it seems as though the detail statistic for where ever i am hovering is appearing everytime i move my mouse, see pic of when i click on my Probe popup and its just opened up the details of one of the stats...

I liked the way in PT3 these popups would only appear when i hovered over a stat, but in PT4 it seems that if i jus pass over any statistic the details of it will popup, it also happens when i just move over a group of my HUD on the table. can i possibly make these stat detail popups less sensitive?
