This is a result of the new definitions for PFR and VPIP in PT4 - and is expected behavior.
Now in PT4 your VPIP only changes if you had a chance to VPIP - if you receive a walk in the big blind, your VPIP doesn't change. Similarly, your PFR only changes if you had a chance to PFR - if you couldn't raise, your PFR doesn't change.
What happened to that player is he faced a raise that was larger than the size of his stack - so he could VPIP (by calling) but not PFR (because he wouldn't have enough money to raise).
In the long run it will still be very unlikely to see PFR > VPIP for the vast majority of players but it is now possible.
