Open vs 2Bet

Can I just clarify I understand the difference correctly...

BTN Open is when the player is the first into the hand and opens with a raise i.e nobody has already limped in.

BTN 2Bet is when the player is the first to make a raise, but includes the times when other players may have limped beforehand. So is basically BTN Open + iso limpers.
