I formated my computer and installed a new windows on it.
When i installed PT4, i got : The PostgreSQL installer did not complete successfully.
I joined you a screenshot, let me know what should I do?

Please download and install PostgreSQL v16 manually instead - see this guide:

I joined you 2 files of how the situation has evolved. I did also put postgre on unblock program for my windows firewall.

That looks like you have installed PostgreSQL v17 which isn't supported. As per my previous reply please manually download and install PostgreSQL v16.
