Can you instead please download and install PostgreSQL manually - we have a guide for that here:

If you get the same error when installing manually then please attach the following file to a Support Ticket:

C:\Users\{Windows Login}\AppData\Local\Temp\install-postgresql.log

If you do not see the AppData folder in Windows File Explorer then please refer to this guide.
