How do I set a filter such that the action sequence on the flop is x / x ?

I would have thought that "checked flop" would do this - it does not.

There doesn't appear to be an option in the flop action sequence to select check as the second option either.

The actions are specific to the selected player only and it's not possible for a player to check as their second flop action. If you want the flop checked through filter for 'Check' as the first action and then for 'NOT Any Action' as the second action:
