Cannot connect to SQL

HI, I've just freshly installed PT4 on my windows PC but when I try to open it I see a box that says

"PokerTracker will have problems creating and restoring databases with incorrect default database parameters.
Would you like to proceed anyway?"

The next screen asks me to select a databse.... what is going on? I have a backup of my last databse that I would like to use

If it's a new computer then there will not be any existing databases so if you have the option to create a new database in the database management window try that and it may allow PokerTracker 4 to start. If not is PostgreSQL (the program where PokerTracker 4 stores your poker data) installed or not? Click your Windows Start button then type the following command:

services.msc 

and click on it when it appears. Do you see the PostgreSQL service in the list? What version is it? Is it started, or can you start it? What is its 'Status' and 'Startup Type'?
