I believe that is the workaround for PostgreSQL installation problems like that on Windows 8, but kraada will be able to help you further when he gets back tomorrow, or you can open a Support Ticket and one of our support techs will work with you to get things sorted out.
Can you confirm that you tried to install to a different folder?

yes i install the folder on the desktop but with the same result.. always with the same error. I also see no exe after installing..

I don't think installing to the Desktop will work - try a new folder under C:\.
