How do you send a database?

Im looking to move my databases from one computer to another how do I do this?

Ive tried by reading the instructions and it wont let me convert to a PostgreSQL because I don't have an ODBC entry to use. Any tips?

I tried this the program wont work with my old laptop because it doesn't associate the downloaded file with any programs. Is there any other way to do this. I have a USB flash drive.

Which downloaded file can't it associate? What operating system is on the old laptop?

I think its windows 98 professional but it very messed up. It cant associate the postgresql zip folder with anything.

You need to install an compression program on that computer like winzip first so you can unzip .zip files:

I tried to download said program and it wouldn't let me it said I could because of no admin privileges. This has happened to me before. It doesn't make sense because Im the only person to use the computer. Is there any other possible way to do this.
