After I installed it, this comes up:

Warning

Problem running post-install step. Installation may not complete correctly
The database cluster instalisation failed.

And if I try to run PT4 the same message "unable.." comes up. Back where we started.

That error tends to mean that PostgreSQL did not install successfully even though it claims that it did. Please uninstall PostgreSQL, create a new folder on the root of the C drive called C:\PostgreSQL\ and try installing there and that may work better for you.
